Five Things to Check Before Appointing a Contractor

Beyond quotations: How to inspect actual site supervision, statutory compliance, equipment ownership, and financial stability before signing a contract.

1. Supervisory Ratio and Dedicated Site Engineering

A common pitfall in contractor evaluation is focusing solely on the contractor’s executive leadership or director-level presentations while overlooking the actual individuals who will manage daily operations on your site.

Always insist on reviewing the resume of the designated Project Manager and Site Supervisor. Confirm whether they are dedicated full-time to your project or split across multiple jobs. A minimum ratio of one qualified site engineer per 20–25 tradespeople is essential for maintaining safety, quality, and drawing adherence.

Key Procurement Takeaway: Contract awards should specify the minimum qualifications and attendance requirements of key on-site supervisory staff.

2. Statutory Registrations and Labour Law Compliance

In Mumbai and MMR, regulatory enforcement around labour welfare is stringent. Appointing a contractor without verifying active GST compliance, Provident Fund (PF), Employee State Insurance (ESIC), and appropriate Contract Labour Regulation and Abolition (CLRA) registrations exposes the principal employer to legal liability.

Request certified copies of recent challans demonstrating continuous compliance for at least the preceding three quarters before releasing mobilization advances.

3. Actual Plant, Machinery, and Scaffolding Ownership

Contractors relying 100% on third-party rented scaffolding and machinery are vulnerable to sudden supply chain freezes or disputes. Verify whether the contractor owns certified formwork, core cutting rigs, vacuum dewatering machines, or scaffolding systems suitable for your building height.

Physical ownership or established long-term master leases ensure that mobilization occurs within days rather than weeks.

4. Bank Facilities and Cash Flow Resilience

Construction projects frequently experience brief billing certification delays. A contractor operating on razor-thin daily liquidity may halt work or delay vendor payments at the first minor variance in progress billing.

Ask for a bank solvency letter or credit rating that demonstrates sufficient working capital to sustain materials and payroll for at least 45 to 60 days of project operations without interruption.

5. Specific Past Performance on Comparable MMR Sites

A contractor with excellent residential villa experience in tier-2 cities may struggle with the stringent access rules, limited working hours, and tight crane clearances of a commercial tower in BKC or Lower Parel.

Inspect reference projects completed within the same micro-market or under similar logistics constraints within the past 24 months. Speak directly with the client’s facility manager or Project Management Consultant (PMC).

Key Procurement Takeaway: Local micro-market logistics in Mumbai often determine execution speed more than raw workforce size.
